Kebijakan Pembatalan Oleh Pemerintah Pusat


ABSTRACT: Granting broad autonomy to the region aimed at accelerating the establishment of the welfare of the community through service improvement, empowerment and community participation. In addition, through extensive regional autonomy is expected to improve competitiveness by observing the principles of democracy, equality, justice, privilege and the specificity and potency and diversity of local resources (especially natural resources), the system of the Republic of Indonesia. One issue is quite complicated in the organization of local governments in the era of autonomy is the perception of inequality between stakeholders in the area of interpreting the substance of the legislation that exists. The impact of that is the emergence of regional frictions and product policies are contrary to public interest as well as higher legislation. From the inventory of the problems complained of foreign investors, turned out to local regulation is one of the causes of problems are highlighted, and can cause a condition considered to be counter-productive to the efforts made the business world in order to maintain efficiency and competitiveness in international markets. Observing the problems which arise, then the formulation of the research problem: "How does the process of policy formulation in the cancellation of the Central Government Regulation"? In this evaluation process will be observed the draft regulations and regulations that have been endorsed by the region and the determination of the cancellation policy of the draft regulations and local regulations by the Ministry of Home Affairs. EFEKTIFITAS PERENCANAAN PENGEMBANGAN SUMBER DAYA MANUSIA (DOSEN) DI LINGKUNGAN KERJA UNIVERSITAS CENDERAWASIH (Studi Kasus Pada Fakultas Ilmu Sosial dan Ilmu Politik)


ABSTRACT: national education development, basically an attempt to educate the people of Papua in order to provide reinforcement to resources. Cenderawasih University especially Faculty of Social and Political Sciences as one of the higher education institutions, have became very strategic position and role, because it has been a lot to contribute in the development process in Papua particularly in supplying academic-minded human resources. Accordingly, it is necessary to have teaching staff (lecturers) who had professional quality and that address the challenges of education in Papua. With regard to the above, this study aims to determine the effectiveness of human resources development planning (lecturers) in Cenderawasih University Faculty of Social and Political Sciences. The study also wanted to uncover the factors that influence the effectiveness of human resources development planning, thus, the method used is descriptive quantitative. The effectiveness of human resources planning in FISIP Uncen is the achievement of the goal of human resources development planning that used the increasing quality and quantity strategic of lecturers. The increasing of lecturers’ quality is carried out by sending them studying to improve their strata. The effectiveness of HR development planning is influenced by organizational characteristics of FISIP Uncen as educational organizations. Organizational characteristics that have not been able to bring a harmonious working atmosphere, the ability of faculty and staff which are still lacking in providing educational services, as well as the cooperation between institutions in the environment that has not been good formatted can caused FISIP Uncen HR development planning cannot be run effectively, and also the unique environment characteristics. Characteristics workers of FISIP Uncen average lecturers already had good quality and efficiency in teaching, had good performance and flexibility in teaching their students. As a whole, the human resources development planning has not been effective yet, as the strata three’s lecturers cumulative not reach 50% of all. The the effectiveness of human resources development planning in FISIP Uncen should pay more attention to management of this institution to facilitate the achievement of human resource development planning purposes. It is therefore recommended to set more cooperation with the outside Uncen institutions, the improvement of good cooperation between lecturers and inter institution in FISIP Uncen, the improvement of using supported facility, the improvement of internal management especially for management of compensation, and the improvement of supervising function especially connected with the teaching function.

DAMPAK KEBIJAKAN PENETAPAN MANOKWARI SEBAGAI IBUKOTA PROVINSI IRIAN JAYA BARAT TERHADAP PERGESERAN STRUKTUR SOSIAL, POLITIK, DAN EKONOMI DI KABUPATEN MANOKWARI (Studi Kasus Tahun 2003 – 2005)


ABSTRACT: Development of Irian Jaya Province which is full of dynamics, among others colour by wish of a part of the people to get their own independence, had made the Central Government in 1999 to fulfill the aspiration of Irian Jaya people to develop Irian Jaya into several provinces, among others was determination of Manokwari as the capital city of West Irian Jaya Province. The study case of this research i.e. how was the impact of determination policy of Manokwari as the capital city of West Irian Jaya Province towards social, politic and economic in Manowari Regency? while the aim of this research was to know the impact of determination policy of Manokwari as the capital city of West Irian Jaya towards social, politic and economic structures movement in Manokwari Regency. This research used a descriptive method with qualitative approach. Informant in this research were the people society (4 persons), regional parliament society (4 persons), community organizations (1 person), and campus academic (1 person). Data collecting technique was by closed questionnaire (inquiry), interview, and documentation. Data collecting used was research instrument i.e.: closed questionnaire, interview manual, and check list documentation (including analyzed ones). Data analysis used was qualitative data analysis technique by editing, coding and data analysis. Result of this research showed that determination policy of Manokwari as the capital city of West Irian Jaya Province has not been so significant yet to grant a positive impact in form of increasing or improvement of social, politic, economic structures in Manokwari Regency. This was indicated from: (1) There were some points at all social structure indicator which have not yet indicated increasing improvement such as: worse Primary School, static/unchanged central public health service clinic, social organization remained less functioning, worse social ethic/attitude, people social norms were scraped, anarchist (drunkard), crimes, less smooth development, people welfare was not achieved, unchanged primordial (ethnic sentiment), high gap between high and low level society, exclusive treatment to high level society, privilege for officer’s family, and low level society was isolated; (2) There was one thing in political structure indicator : community organization was acting as a pressuring group who was maintain as the free rider, having an economic aim and project ideology; and (3) There were some points in some economic structures which have not yet indicated improvement, among others were : trading sector was denominated by outsider community, the natives work in agriculture and farming sectors, security sector, regional potential and ease in business set up, as well as decreasing/worse small, medium, large scale trading company, regional, province and state roads were generally in bad/damage condition, the Region remained depending on fund transfer from Central Government and decreasing/worse Regional Original Income. The conclusion of this research is such a positive significant impact in form of increasing/improvement in social, politic and economic in Manokwari Region has not happened yet after determination of Manokwari as the capital city of West Irian Jaya. Advises recommended among others: it was necessary to get a special care from the Authority of West Irian Jaya Province towards improving of Primary School educational structure as well as central public health service clinic infrastructure,

POTENSI REPOSISI BIROKRASI KABUPATEN LABUHAN BATU KE ARAH NEW PUBLIC MANAGEMENT

Melihat gambaran birokrasi publik di Kabupaten Labuhan Batu Propinsi Sumatera Utara serta kemudian melihat kemungkinan penerapan  model New Public Management (NPM) Maka rumusan masalahnya diawali dengan bahasan mengenai munculnya fenomena kinerja birokrasi yang buruk yang ditandai dengan sejumlah hal negatif dialamatkan kepada birokrasi publik antara lain diidentifikasikan sebagai : Birokrasi Lamban, berbelit belit, tidak efisien, arogan dan lain sebagainya. Dari pengamatan yang dilakukan ternyata birokrasi Kabupaten Labuhan Batu belum menampilkan model model NPM secara utuh menurut katagorisasi yang  dikemukakan oleh para penulis NPM maka perlu adanya: pertama, reposisi struktur dengan perampingan struktur agar aparat ditingkat operating core dapat berinovasi dan adanya pendelegasian wewenang, kedua gaya kepemimpinan perlu diarahkan pada gaya kepemimpinan yang tranformasional dan demokratis,  ketiga pembaharuan kultur lebih ditekankan pada pengembangan nilai profesional dan menumbuhkan sikap kritis serta keberanian untuk melakukan korekasi dan yang ke empat pemanfaatan sumber daya birokrat Pemerintahan Kabupaten Labuhan Batu belum didasarkan pada merit systembaik rekrutmen, formasi dan mutasi.

Untuk menjawab persoalan tersebut model birokrasi yang secara teoritis mampu menjelaskan fenomena yang ada dikenal dengan nama  New Publik Management( NPM ). Ada empat model yang dijadikan acuan untuk menggambarkan dan menjelaskan fenomena birokrasi publik yang dirumuskan oleh para teoritisantara lain seperti yang dikemukakan Ewan ferlie dan kawan
